"Le RIOB s'est engagé vigoureusement, avec tous ses membres et partenaires, pour faire de ce moment exceptionnel qu'est la conférence des Nations Unies sur l'eau de mars 2023 une opportunité historique d'accélération des initiatives pour une gestion plus efficace et plus juste des ressources en eau partout dans le monde. Nous croyons en particulier que les organismes de bassin ont un rôle actif à jouer pour mieux partager et mieux planifier l'utilisation durable des ressources en eau. Face aux pressions croissantes - changement climatique, démographie, urbanisation - les organismes de bassin peuvent porter stratégies collectives, systèmes d'information partagés, une solidarité opérationnelle entre usagers de l'eau et la prise en compte des écosystèmes aquatiques."

Le RIOB était présent à New York pour porter la voix des organismes de bassin, à travers 13 sessions interactives. Cet événement majeur a été l’occasion de participer à des rencontres constructives et de renouer des dialogues en physique, avec l’ensemble de la communauté de l’eau.

La conférence ONU 2023 sur l'eau était composée d'une cérémonie d'ouverture et de clôture, six réunions plénières et cinq dialogues interactifs multipartites. Les cinq dialogues interactifs ont porté sur les thèmes suivants :

  • 1 : L'eau pour la santé : L'accès à l'eau potable et à l'assainissement, y compris les droits de l'homme à l'eau potable et à l'assainissement (ODD 6.1, 6.2, 6.3 et ODD 1, 3, 4, 5, 17) - le 22 mars 2023 (AM) ;
  • 2 : L'eau pour le développement durable : valorisation de l'eau, interfaces eau-énergie-alimentation et développement économique et urbain durable (ODD 6.3, 6.4, 6.5 et ODD 2, 8, 9, 11, 12) - le 22 mars 2023 (après-midi) ;
  • 3 : L'eau pour le climat, la résilience et l'environnement : De la source à la mer, biodiversité, climat, résilience et RRC (ODD 6.5, 6.6, 7, 11.5, 13, 14, 15) - le 23 mars 2023 (AM) ;      
  • 4 : L'eau pour la coopération : Coopération transfrontalière et internationale dans le domaine de l'eau, coopération intersectorielle, y compris coopération scientifique, et l'eau dans l'agenda 2030 (ODD 6.5, 6.b et ODD 16, 17) - le 23 mars 2023 (PM) ;
  • 5 : Décennie d'action pour l'eau : Accélérer la mise en œuvre des objectifs de la Décennie, notamment par le biais du plan d'action du Secrétaire général des Nations Unies - le 24 mars 2023 (AM).

 

Le RIOB a fait la promotion de ses initiatives qui ont fait l'objet d'engagements au Water Action Agenda à l'occasion de cette Conférence et en relation avec ces dialogues interactifs : 

  • Le Plan d'Action de Dakar pour les bassins des lacs, rivières et aquifères (cliquez ici pour plus de détails) lancé au Forum Mondial de l'Eau, Dakar, 2022 lié aux ID 2 et 4. 
  • La Coalition transfrontalière (cliquez ici pour plus de détails) liée aux ID 2 et 4. La Conférence des Nations Unies sur l'examen approfondi à mi-parcours de la mise en œuvre des objectifs de la Décennie internationale d'action sur le thème "L'eau pour le développement durable", 2018-2028, ou "Conférence des Nations Unies sur l'eau 2023", se tiendra à New York, du 22 au 24 mars 2023, conformément aux résolutions 73/226 et 75/212 de l'Assemblée générale des Nations Unies.  Les principaux résultats de la Conférence des Nations unies sur l'eau 2023 comprendront le Programme d'action pour l'eau - un ensemble d'engagements volontaires pris par les gouvernements et les parties prenantes pour accélérer la mise en œuvre en vue d'atteindre l'Objectif de développement durable 6 et d'autres objectifs et cibles liés à l'eau.
  • La Déclaration Eau & Nature : pas de sécurité de l'eau sans sécurité écologique, pas de sécurité écologique sans sécurité de l'eau, liée à ID3.
  • Pépinière de projets eau et climat

Le RIOB est aussi partenaire des engagements suivants :

Le RIOB se réjouit d’avoir pu porter ses valeurs au-devant de la scène internationale : les enjeux de coopération, fondements de la Gestion intégrée des ressources en eau, ont été prépondérants lors des échanges organisés dans le cadre de cette conférence historique.

A l’issue des discussions, Antonio Guterres, Secrétaire Général de l’ONU, a plaidé pour que l'eau, "bien commun le plus précieux", soit "au centre de l'agenda politique mondial" et a annoncé que la nomination d’un envoyé spécial sur l’eau est à l’étude, mesure qui ouvre des perspectives pour le renforcement de la coopération internationale autour de cette ressource vitale.
