"La RIOC está firmemente comprometida, junto con todos sus miembros y socios, a hacer de la Conferencia de las Naciones Unidas sobre el Agua de marzo de 2023 una oportunidad histórica para acelerar las iniciativas para una gestión más eficaz y justa de los recursos hídricos en todo el mundo. En particular, creemos que los organismos de cuenca tienen un papel activo que desempeñar para compartir y planificar mejor el uso sostenible de los recursos hídricos. Frente a las crecientes presiones -cambio climático, demografía, urbanización-, los organismos de cuenca pueden aportar estrategias colectivas, sistemas de información compartidos, solidaridad operativa entre los usuarios del agua y la consideración de los ecosistemas acuáticos".

Después de la Conferencia de Mar del Plata de 1977, este acontecimiento representó un momento único en la historia de la comunidad internacional del agua. Por lo tanto, estamos plenamente comprometidos a hacer que la gente hable de cuencas y, sobre todo, a demostrar que "a través de las cuencas y para las cuencas" podemos alcanzar más rápidamente los objetivos de desarrollo sostenible, en particular el Objetivo 6 sobre el agua. Las conclusiones de la COP 27 de noviembre de 2022 ya confirmaron que apoyar a los organismos de cuenca con un mandato claro, recursos humanos y financieros adecuados y una gobernanza eficaz significa garantizar el acceso a los recursos hídricos para todos.

La RIOC estuvo presente en Nueva York para transmitir la voz de los organismos de cuenca a través de 13 sesiones interactivas. Este importante evento fue una oportunidad para participar en reuniones constructivas y renovar los diálogos físicos con toda la comunidad del agua.

La Conferencia de las Naciones Unidas sobre el Agua 2023 incluye una ceremonia de apertura y clausura, seis sesiones plenarias y cinco diálogos interactivos entre múltiples partes interesadas. Los cinco diálogos interactivos se centraron en los siguientes temas:

1 : Agua para la salud: Acceso al agua potable, la higiene y el saneamiento (ODS 6.1, 6.2, 6.3 y ODS 1, 3, 4, 5, 17); 
2 : Agua para el desarrollo: Valoración del agua, nexo agua-energía-alimentación y desarrollo económico y urbano sostenible (ODS 6.3, 6.4, 6.5 y ODS 2, 8, 9, 11, 12); 
3 : Agua para el clima, la resiliencia y el medio ambiente: De la fuente al mar, Biodiversidad, Clima, Resiliencia y RRD (ODS 6.5, 6.6, 7, 11.5, 13, 14, 15); 
4 : Agua para la cooperación: Cooperación transfronteriza e internacional en materia de agua, cooperación intersectorial y el agua en la Agenda 2030 (ODS 6.5, 6.b y ODS 16, 17); 
5 : Década de Acción del Agua: Acelerar la aplicación de los objetivos del Decenio, incluso a través del Plan de Acción del Secretario General de las Naciones Unidas. 

 La RIOC promovió sus iniciativas, "commitments" en el Water Action Agenda, con motivo de esta Conferencia y en relación con estos diálogos interactivos: 

  • El Plan de Acción de Dakar para las Cuencas de los Lagos, Ríos y Acuíferos (haga clic aquí para más detalles) lanzado en el Foro Mundial del Agua, Dakar, 2022 en relación con los ID 2 y 4. También es un compromiso registrado en el sitio web oficial de la ONU. El Plan de Acción de Dakar también es un compromiso registrado en la plataforma de la ONU.
  • La Coalición Transfronteriza (pulse aquí para más detalles) en relación con los ID 2 y 4.

La Conferencia de las Naciones Unidas sobre el examen amplio de mitad de período de la aplicación de los objetivos del Decenio Internacional de Acción sobre el "Agua para el Desarrollo Sostenible", 2018-2028, o "Conferencia de las Naciones Unidas sobre el Agua 2023", se celebrará en Nueva York, del 22 al 24 de marzo de 2023, de conformidad con las resoluciones 73/226 y 75/212 de la Asamblea General de las Naciones Unidas.  Entre los principales resultados de la Conferencia de las Naciones Unidas sobre el Agua 2023 se incluirá la Agenda del Agua, un conjunto de compromisos voluntarios de los gobiernos y las partes interesadas para acelerar la implementación con el fin de alcanzar el Objetivo de Desarrollo Sostenible 6 y otros objetivos y metas relacionados con el agua.

La RIOC se congratula de haber podido llevar sus valores al primer plano de la escena internacional: los temas de cooperación, que son la base de la Gestión Integrada de los Recursos Hídricos, fueron predominantes durante los intercambios organizados en el marco de esta conferencia histórica.

La RIOC también está asociada a los siguientes compromisos:

Al término de los debates, el Secretario General de la ONU, Antonio Guterres, hizo un llamamiento para que el agua, "el bien común más precioso", esté "en el centro de la agenda política mundial" y anunció que se está estudiando el nombramiento de un enviado especial sobre el agua, medida que abre perspectivas para reforzar la cooperación internacional sobre este recurso vital.
