High Level session on Water & Adaptation - 05/12/2019
Contexto:
La Red Internacional de Organismos de Cuenca (RIOC) está presente en la 25ª Conferencia de las Partes (COP25) de la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC), que se celebra del lunes 2 al viernes 13 de diciembre en Madrid.
La RIOC está participando en 8 eventos como organizadora y oradora del viernes 6 al martes 10 de diciembre para hablar en nombre de las cuencas, compartir sus experiencias y promover proyectos ejemplares que se han llevado a cabo en el campo. Destaca la contribución a la lucha contra el cambio climático realizada por las instituciones involucradas en la gestión de las cuencas de ríos, lagos y acuíferos, con algunos mensajes esenciales:
• Los impactos climáticos están afectando principalmente el ciclo del agua (sequías, inundaciones, regímenes de lluvias impredecibles, etc.);
• Estos impactos en el agua tienen un efecto dominó en todos los entornos y sectores altamente dependientes del oro azul, con, por ejemplo, una capacidad reducida para regar cultivos, abrevar animales y enfriar nuestras centrales eléctricas.
¡Por lo tanto, es esencial establecer una gestión óptima de los recursos hídricos, integrada a nivel de las cuencas de ríos, lagos y acuíferos!
Esta gestión integrada debe buscar un equilibrio entre las soluciones grises de ingeniería convencional y las soluciones verdes (como las soluciones basadas en la naturaleza y los ecosistemas), que son medidas de adaptación "sin remordimientos" (efectivas cualquier que sea el escenario del cambio climático). Estas soluciones verdes con múltiples beneficios se destacarán en la COP25 para vincular la adaptación al cambio climático con la biodiversidad, que marcará el año 2020, especialmente a través de los eventos principales que son el Congreso Mundial de la Naturaleza y la COP15 sobre biodiversidad, una oportunidad para coordinar las ambiciones climáticas con aquellas para la biodiversidad.
Como Secretaría de las Alianzas Mundiales para el Agua y el Clima (AMAC), lanzadas en la COP22 en Marrakech en 2016, la RIOC también presenta a la COP25 el informe y las perspectivas de este esfuerzo conjunto, que reúne a los actores de las cuencas, ciudades, empresas, energía y desalinización limpia, dentro de la Asociación de Marrakech para la Acción Climática Mundial -MPGCA.
La RIOC: un actor histórico en las COP del clima
Nuestra red ha participado como organizadora en la preparación de cada uno de los eventos oficiales de la COP del Clima sobre temas relacionados con el agua, desde su inicio en la COP21 de 2015 en París. Con motivo de este primer evento (el del sector del agua finalmente reconocido como primordial para enfrentar los desafíos climáticos), la pequeña historia se mezcló con la grande: la de la firma del Acuerdo de París, primer acuerdo mundial sobre la lucha contra el calentamiento global.
Desde entonces, la RIOC ha organizado los eventos oficiales de la COP del Clima sobre el agua en Marrakech (con motivo de la COP22 en 2016, que vio el lanzamiento de la Asociación de Marrakech para la Acción Climática Mundial -MPGCA), Bonn (COP23, 2017), Katowice (COP24 , 2018) y ahora en Madrid, con el "Water Action Event" que se celebrará el viernes 6 de diciembre, de 10:00 a 13:00.
